How much clinker can natural pozzolana replace?

The rate any specific plant can run depends on its target strength class, grinding fineness and the acceptance testing described above - the standard sets the envelope, your mix design sets the number.
How does this compare with fly ash or GGBS?
Fly ash and ground granulated blast furnace slag are industrial by-products, so their availability follows coal-fired power generation and steelmaking rather than demand for cement. A natural pozzolan is quarried, which makes supply a function of the quarry rather than of someone else's production schedule. For a plant in a region where by-product supply is tightening, that is the main argument for a natural pozzolan.
What does a low loss on ignition mean in practice?
LOI measures what burns off or drives off when the sample is heated - unburnt carbon, bound water, carbonates. At 1.94% against the 10.0% ASTM C618 ceiling, very little of a tonne is material that will not participate in the pozzolanic reaction. It is also a proxy for consistency: a high or variable LOI usually signals a blended or poorly processed source.

Clinker is the expensive part of a tonne of cement and almost all of its carbon. A natural pozzolan substitutes for a share of it without a kiln, a grinding circuit upgrade, or a change to the finished product's standard. EN 197-1 provides for it directly: a CEM II/B-P carries 21-35% natural pozzolana, and a CEM IV pozzolanic cement carries more.
What the assay says
ASTM C618 sets the Class N threshold for natural pozzolan at 70.0% combined active oxides. This material assays at 72.80% - 2.8 points of margin, not a borderline pass. The other three controlled parameters sit far inside their limits: SO3 at 0.066% against a 4.0% ceiling, loss on ignition at 1.94% against 10.0%, and moisture at 0.70% against 3.0%. A low LOI matters more than it looks: it means little unburnt or hydrated material is riding along as dead weight in a tonne you are paying freight on.

Why a single-quarry source matters
Blended supply drifts. If a supplier aggregates from several deposits, the oxide split moves between consignments and your quality team re-qualifies each one. This material comes from one quarry at Azraq in northern Jordan, so the chemistry a plant qualifies on the trial cargo is the chemistry that arrives on the tenth. For a cement producer running a fixed substitution rate, that consistency is worth more than a marginal price difference.
The Jordan-to-Egypt route
Azraq sits within short inland haul of Aqaba, and Aqaba to Alexandria or Damietta is a brief sea leg by the standards of this trade. Supplementary cementitious materials are heavy and low-value per tonne, so freight decides landed cost - the distance from quarry to berth is a larger factor than the price at the quarry gate. Egypt has volcanic tuff of its own in the Eastern Desert, but it has never been developed into commercial supply at scale, which leaves imported material competing against fly ash and slag rather than against a domestic pozzolan industry.
Qualifying before a term contract
No plant should sign an annual volume on a paper specification. The normal sequence is a trial cargo at the 500 MT minimum, your own laboratory running the material against the acceptance criteria that matter to your mix - strength activity index, water demand, setting time - and only then a term structure with an agreed delivery calendar. We supply the trial on the same incoterms and the same certification as the volume that would follow it, so the trial is a real test of the supply line and not a sample.
